 A 28-year-old man has been arrested in Kobe after allegedly hiding in a drain to take up-skirt photos of women. This is his second arrest for the same crime.

A number of Japanese news sources this week reported that a 28-year-old man was apprehended in Kobe after he was spotted hiding in a drain. The man, who had spent five hours quite literally in the gutter, was apparently taking up-skirt photos and videos of passing women with his smartphone. The drain was apparently 60 centimeters (23.6 inches) deep and 55 centimeters (21.6 inches) wide.

The man was initially caught on August 16 after a woman noticed his hair sticking out of the grating and was arrested at his home on Monday for the August incident. Apparently his hiding hole was located in front of a bank and situated on a road which saw heavy foot traffic from students at nearby women’s universities.

The 28-year-old confessed during police questioning, admitting that he was trying to look up women’s skirts.

However, this isn’t his first time being arrested for exactly the same thing!

Back in April 2013, the same man was given a warning from police for the exact same behavior and then arrested in June the same year for another identical incident. During questioning in 2013, he told police, “If I could be born again, I would want to be the street.” Numerous photos and videos taken from inside the gutter were found on the man’s smartphone.

As  you can imagine, Internet commenters had a lot to say about the news.

“I was thinking, ‘Wasn’t someone arrested for taking photos like this before,’ and it turned out to be the same guy! LOLOL”
“That gutter guy is at it again, is he?”
“I wonder what his punishment will be…”
“I’m sorry, but I totally laughed at him wanting to be reborn as a street.”

In an FNN interview, an elderly woman from the man’s neighborhood revealed that he enjoyed playing in the drains from a young age. It seems that the young man also told the police that he had done the same thing many times before.
